To deal with this, either lower the version of Anaconda or use the Ubuntu version.

To lower the version, you can download and use Anaconda3-5.3.0-Windows-x86_64.exe from the following site
https://repo.anaconda.com/archive/

Note that the Windows version of HARK is no longer supported.

If you wish to use HARK in a Windows environment, it is recommended that you install the Ubuntu version using Virtual Machine.

WSL may cause problems with USB device recognition, etc. and is not recommended.
